Pieter van der Faes (14 September, 1618 – 30 November, 1680), a Dutchman born in Germany who took up residence and worked in the United Kingdom, is known in the English-speaking world as Sir Peter Lely. He was the premier British portraitist in the middle 1600s. Many of his portraits of women in casual opulence adorned with pearls and other jewels are undated.
The UK Royal Collection has a large number of Lely portraits, click here for a great summary article with images and click here for the Royal Collection's site list of Lelys.
There is a good article about him here.
