I cannot determine her name, but I believe this is Sarah Philadelphia, née Cayley.

Lady Worsley's style is from the cusp of the Regency and Early Victorian eras. She wears a straight coiffure with danglinf curls on the sides and an off shoulder vee neckline, but the sleeves appear to be a combination of flared and imbecile sleeves sprouting from tight upper sleeves.
