From what I can see in the Maria Theresia album, an Empress could wear robes of a variety of colors. I speculate this arises from Austria being an empire so the Imperial couple dressed for the place they happened to be. I believe the Empress wore red robes for Austrian occasions and blue robes for Hungarian occasions.

Maria Josepha wears French-inspired fashion worthy of the Austrian-born Dauphine Maria Antonia and a wide Sevigne bodice ornament.
