I first saw this with the title Eva Steward of Rheinfelden. Her genealogical information is here. Rheinfelden is a Swiss town 15 km east of Basel.

Sheer over-sleeves were stylish in the 1820s and 30s, but Eva is ahead of them by a few centuries. She wears a Spanish farthingale without hanging sleeves - their place taken by sheer over-sleeves. This is fashion independence in a historically independent region.
