Grand Duchess Sophie of Saxe-Weimar, née Netherlands with scarf

The drapery of the upper bodice suggests Sophie is wearing a cuirasse bodice or tablier over a layer of lace. The neckline is obscured at least by a lace scarf matching her under-skirt. I cannot resolve the rosette-like object or the criss-crossing white objects beneath her lace scarf.
