The large ornate jewel at the bottom of this image of Empress Eugénie could be a brooch or belt buckle; the portrait would date to 1866 or later if it is a belt buckle.
According to Webshots commenter fan2jnrc, "The cross underhung on the necklace is a present from "Paquita", the King of Spain, Francisco de Asis, Isabel II's husband. It was one of Eugénie's favourite jewels, said the princess of Metternich in her 'Souvenirs.' It was very precious, because made in a big emerald, all-in-one."
