1895 Hélène d'Orléans, Duchess of Aosta
The version I have has extensive moiré markings throughout the background; I used Photoshop to replace the moire pattern with a background of two shades of gray smudged together. Unfortunately, the artist's signature was partially covered by the background. I believe the signature on the original could read "Holland." I also cannot resolve the photographer's name at bottom left of the border.
Hélène's dress has leg-o-mutton sleeves beneath lace epaulettes that continue her bertha, then the sleeves flare out to end just above her elbows. Her dress also has a hint of a downturned waistline,
