World War I histories in the USA focus on the German blockade of the UK, partially implemented by submarines. The UK imposed a surface blockade on Germany that was much more successful. German troops occupying Amiens in 1918 paused to find food in the amply stocked French shops to supplement their meager rations. This could be properly called looting by necessity. The Imperial family was, at least psychologically, not immune from the effects of blockade.
