Princess Louise is about twelve in 1860 when photographed wearing this crinoline with flounces and pagoda sleeves. Flounces and pagoda (bottom-flared) sleeves are key features of early crinoline-era dress. Photos don't show how the neckline was filled in - the trace of white in her sleeves suggest she wears a chemisette (blouse) with a high neckline. Her bodice has a triangular motif reenforced by the revers on each side of the square-cut opening. While the deep indentation between the legs precludes a crinoline, nothing in the picture precludes her wearing pants with two very wide legs!
