Lady Charlotte Herbert is the daughter of William Herbert, 2nd Marquess of Powis and Mary Preston. She married, firstly, Edward Morris. She married, secondly, Edward Williams.

Her married name became Williams. Her married name became Morris."

This portrait may date to around the time of her first marriage in 1723.
