Lady Ann Fanshawe, née Harrison, by Cornelius Johnson (Valence House Museum - Barking, Essex, UK)

Her Wikipedia article is here.

Lady Ann (b. 1625) appears to have passed puberty, so this dress would be paasé for the later 30s and any time after then. Her dress has a partlet and a crescent neckline almost from the farthingale era.
