This is a good example of a vest-like over-garment covering a substantial, and in this case, slashed, under-garment. Her vest has a jeweled girdle and skirt. Her headdress appears to end with an aglet. Puffed vests like this, worn by protagonist Mart McFly in Back to the Future, were fashionable in the 1980s.
